About Voop and our mission to protect vulnerable children on smartphones. 

When we founded Voop and launched our software-only mobile network, we knew it was just the beginning. We saw an opportunity not only to rethink mobile infrastructure, but to build deeply impactful products on top of it.

That conviction led us to our mission: To protect vulnerable children in social care and foster care from harm on smartphones.

By combining a global mobile network with device-level software and cloud-based infrastructure, we realised we could create meaningful, lasting impact—if we put that technology to use protecting the most vulnerable.

It struck us as absurd that so much concern had been expressed about online safety—yet so little had been done where the need is most acute. We accept that home Wi-Fi, school laptops, and movies should come with age-appropriate protections. So why not smartphones?

Then we learned about the unique dangers faced by children in care. Children with the fewest protections in life are often given the least protected devices.

Despite having care plans, frameworks, and safeguarding teams, these children are handed untethered smartphones—giving abusers, exploiters, and bad actors direct access.

Some of the most serious ongoing failures in the care system have been catalysed by unfettered smartphone use.

So, we built Patronus in partnership with some of the leading care providers in the world.

Patronus combines the Voop network with non-intrusive software installed directly on a child’s device. It provides tailored protection for children in the care of the state—customised to each child’s individual needs. Privacy is preserved, while risks are intelligently managed.

Crucially, Patronus is built for multi-agency environments, where many professionals may be involved in a single child’s care. When safeguarding issues arise, the right tools are available to ensure the child’s safety—while upholding their dignity and rights.

But we knew this wouldn’t work without children themselves. So we partnered with experts and launched a months-long pilot across the care system—co-creating Patronus with looked after children. We listened, learned, and refined, making sure our mobile plans and protections are useful, trusted, and appealing to the young people who use them.

With Patronus, we’re pioneering a therapeutic approach to smartphone access. One that helps children build healthy relationships with their devices—fostering resilience, wellbeing, and long-term digital habits that last.

We know online safety is now a global conversation—among parents, educators, regulators, and tech companies. Patronus is our contribution: practical, ethical, and urgently needed.

This is just the start. Our vision is to make Patronus the global standard for protecting vulnerable children—and, in time, vulnerable adults—on smartphones.

In doing so, we will improve care outcomes, prevent harm, and make a lasting impact on thousands of lives.

Voop’s mission is to protect vulnerable children in social care and foster care from harm on smartphones. We help them build healthy relationships with their devices, fostering resilience and safe long-term digital habits.

We provide end to end connectivity and managed device access compatible with most smartphones that can be managed in a tailored way by caregivers, social workers, therapists and other stakeholders responsible for caring for looked after children. 

Our customers are providers of residential social care and fostering services, local authorities, schools, charities and government agencies.
